Apistos will cross. It happens in the aquarium between species in the same species-complex/group. Usually these fish show major deformities in the fins and scales. Since your A. cacatuoides and A. borellii belong to very different species-groups (different lineages actually, sort of like sub-genera), there is almost no possibility that viable egg/fry will be produced if they do spawn together.
