I wouldn't; a single female apisto, generally regardless of species, is greater than two square feet. I think you would end up with some dead fish. Generally, I would not recommend mixing any apisto species in home aquaria.
I had a pair of agassizii and cacatuoides in a 29g with 6 terracotta pots. The male agassizii tore the .... Out of everyone. Some apistos mix better than others but I would not do it in a 24.
Also the Borellii would get destroyed rather quickly.
