Forgive me if I've misunderstood, but by Pencils, I'm guessing you mean Pencilfish(??), and if so...
... I have Apisto. Agassizi and Golden Pencilfish (nanostomus beckfordi) in the same tank. I don't know if they'd live together in the wild, but they seem to do OK in my tank. The pencils stay at the top a lot (where the Apistos generally don't go) and in the plants at the back of the tank, another place the Apistos aren't bothered about. I've never seen any conflict between them.
Now, if I'm totally talking about the wrong fish, then ignore me!
