I've just returned from the Ohio Cichlid Association Extravaganza near Cleveland, Ohio. I was sold what was identified as a Pseudocrenilabrus philander by the breeder. (One of the room sales) I've been told by others that it looks more like a Pseudocrenilabrus multicolor victoriae and I must agree, that the internet pictures I've found seem to confirm this possibility. But I've not found any picture with as much red color as mine.

According to Lamboj, bright blue lips are 'A very special feature' of Pseudocrenilabrus multicolor victoriae. This would appear to confirm your identification.
