Growout tank requirements

Hi.

What would be the recommended size for a growout tank for Apisto fry?

Also, should it be a bare tank (painted bottom, no substrate), or is it better to leave a couple of plants in to help with amonia consumtion, and some java moss on bogwood for infusoria etc.

I use a 29g and a 55g tank, the 55g is bb, the 29g has a dusting of sand. No plants, but I do change the water 50% 3 times a week. I like the bb tank for cleanup, but not all fish are comfortable with bb tanks, and won't show their true colors.
