will this setup work?

I was thinking about Borelli in my 20 long, the tanks not planted but i will create alot of hiding places and break up the terratories. I was thinking of 1 male and 2 females along with a school of cardinal tetras and a few ottos. I have really hard water would it be a good idea to filter some peat through. Does this sound like a decent setup?
