No... but different shipping companies have different rules. You are permitted by the USPS to ship fish. FedEx requires that you become an authorized shipper, which takes some time and money. UPS does not care, but they are expensive if you are not a regular shipper with a commercial account. Technically, USPS is not supposed to take fish into Express Mail because all of those packages are actually transported by FedEx, and FedEx says that they will not accept live animals from USPS. All you need to do is pack the fish very well so that there will be no leaks and DO NOT write anything on the package to indicate that there is anything alive in the box. That is what my local PO told me to do. I do not have problems with USPS shipping this way.
