There is some discussion of Römer's paper in <"Sex ratio and temperature"> and <"Apistogramma mendezi sex.....">.Römer & Beisenherz (1996): Environmental determination of sex in Apistogramma (Cichlidae) and two other freshwater fishes (Teleostei). However, it seems not to be available online. But it can be found in Römer's Cichlid Atlas, Vol. 1, Chapter 3.2.

You will probably get a male heavy brood. I'd try 78 degrees for 50:50.
