I have a scarlet badis in my 20 gallon grow out tank with apisto baenschi fry. The apisto fry and the badis are about the same size now and they do treat each other like competition. They actually treat each other like the apisto fry treat each other with some displaying and mild aggression...
I counter this problem by using a large tank with lots of cover and a small school of cardinals. My cacatuoides have raised many fry in my 75gallon planted tank with a small school of 10-12 cardinals.
That is my display tank. In my smaller breeding tanks I don't have long term dithers...

I was wondering if any apisto people will be there (none of the lectures are on apistos or dwarf cichlids). It won't be worth the drive for me, if there aren't a few apistos or dwarf cichlids there. Since Ohio is hard water country I'm thinking it may be mostly rift lake african cichlids.

Too much light shouldn't be the problem with a single fluorescent bulb, unless the light is on for more than 10 hours. Don't leave the light on for more than about 10 hours. A longer lighting period will not make up for the low light intensity.
The 3 basic components of light, CO2, and nutrients are key.
Based on what you've posted with a single flourescent bulb, the limiting factor on your tank is light.
